The deaths of twenty-six highly vulnerable children have today been added to John Brumby’s shameful legacy of failure on child protection, Shadow Minister for Community Services Mary Wooldridge said today.

The coalition also supports these amendments. In fact these were issues raised by the coalition in the course of the debate in the lower house. In terms of recording in the clinical notes, the amendment made by the Legislative Council to clause 12, an explanation must be provided to a person by the GP or the medical practitioner of what is happening to them and for what purposes it is being done, and it must be recorded in the clinical notes that this has happened.

Severe Substance Dependence Treatment Bill 2009
I am pleased to rise to speak in the debate on the Severe Substance Dependence Treatment Bill 2009. This house has been anticipating this bill for many years. As far back as 2000 the Drug Policy Expert Committee proposed that the government review the Alcoholics and Drug-dependent Persons Act 1968 with the view to removing it from the statute book as it was cumbersome and not in tune with contemporary treatment approaches.

For the last two years the Premier has promised a lot and subsequently tried to justify why in reality the government has achieved very little.

It gives me pleasure to speak on the Magistrates' Court Amendment (Mental Health List) Bill 2009. The purpose of the bill is to establish a pilot program as a separate list in the Magistrates Court for certain defendants with a mental impairment.

Performance of Lisa Neville, Minister for Community Services
I rise to grieve for the thousands of vulnerable Victorians who are not getting the services, care and support they need and deserve because the Minister for Community Services, who is also the Minister for Mental Health, is clearly not up to the job.
