			<description><![CDATA[I am pleased to rise to speak in the debate on the Severe Substance Dependence Treatment Bill 2009. This house has been anticipating this bill for many years. As far back as 2000 the Drug Policy Expert Committee proposed that the government review the Alcoholics and Drug-dependent Persons Act 1968 with the view to removing it from the statute book as it was cumbersome and not in tune with contemporary treatment approaches. ]]></description>
